Dual Controls

I spoke with Peter today (14th Aug 2009) at RUS and he assures me that ANYONE can fit your dual controls. As far as the engineering reports go, the following should be of interest to all ADI's...

Light Vehicle Modifications in the ACT
[Modifications to vehicles with a Gross Vehicle Mass (GVM) of no more than 4.5 tonnes]

The ACT Road Transport Authority has supported the introduction of the National Code of Practice for Light Vehicle Construction and Modification (NCOP) [the Code] endorsed by the Australian Transport Council (ATC).  Also referred commonly as Vehicle Standards Bulletin 14, VSB14.

The Code was released on 27 January 2006, is available on the Commonwealth Department of Transport (formally DoTARS) website and may be found listed under the section of Vehicle Standards Bulletins (VSBs) at:

The Code is a living document and is released with a preface "Warning to Users".  The preface advises that the document needs to be read in conjunction with the appropriate administrative requirements of the jurisdiction.

For ACT purposes this means the:

·        Road Transport (Vehicle Registration) Act 1999;
·        Road Transport (Vehicle Registration) Regulation 2000;
·        ACT Vehicle Inspection Manual for Light Vehicles;
·        Australian Design Rules (ADRs); and
·        Vehicle Standards Bulletins (VSBs).

The aim of the Code is to provide a nationally acceptable set of technical specifications that ensure that the manufacture of Individually Constructed Vehicles (ICVs) or the modification of production vehicles comply with the applicable requirements of the Australian Design Rules (ADR) and the Australian Vehicle Standards Rules 1999 (ASVRs).

The Code categorises modifications into two main subcategories:

Minor or Common Modifications to Light vehicles (see NCOP section 3.8)        Modifications that do not require prior approval or certification
Significant or Extensive Modifications to Light Vehicles        Modifications that require certification by arecognised engineering signatory

Engineering Reports

All vehicle modifications that require certification will need to be presented to the ACT Road User Services Inspection Station at Challis Street Dickson (Bookings are required, phone Canberra Connect on 13 22 81.  An inspection fee is payable).

Vehicles will be inspected against the relevant ACT Road Transport Laws applicable at the date of inspection.

All vehicles that require inspection are to be presented with a suitable engineering certification report accompanied by documents including, but not limited to:
§        An engineering report that covers all modifications to that vehicle;
§        Relevant NCOP checklists; and
§        Associated reports (IM 240 Emission test and design reports) where required.
Note ICV's may be granted special exemptions from exhaust emission and occupant protection ADR requirements, subject to certain conditions.  Vehicle modifiers can obtain information about such exemptions from the Vehicle Inspection Technical Unit.

ACT Engineering Signatories

The following list includes persons with experience in automotive design and standards who have indicated that they are available for consultation and are acceptable to Road User Services (RUS).  The ACT will also accept engineering reports from signatories accepted in other Australian jurisdictions, provided modifications are certified in accordance with the NCOP (engineering signatory lists can be obtained by the relevant state transport authorities).

In publishing this list and accepting engineering reports from other signatories, the ACT RTA does not endorse their services or take any responsibility for the quality of their work.  Fee arrangements are a matter between the signatory and the client.  The ACT RTA cannot become involved in the arrangements.

Note:  A signatory who certifies a motor vehicle must:
§        Personally inspect the vehicle;
§        Ensure that the scope and any construction or modification complies with the Vehicle Standards requirements of the ACT Legislation (including any relevant applicable Australian Design Rule); and
§        Provide a report detailing all the modifications performed to the vehicle, certify that the modifications comply with the NCOP and certify that the vehicle continues to comply with the Road Transport Laws (including the Vehicle Standards and ADRs).
